Wastewater and recycled water treatment facilities. One of six members of the Encina Wastewater Authority, which operates a regional wastewater treatment and disposal facility in Carlsbad. Other members are: Cities of Carlsbad, Vista and Encinitas, Vallecitos Water District, and Buena Sanitation District.

Small staff of 18 serves 60,000 customers in 16 square miles of La Costa, Leucadia, and Village Park in Encinitas.

Formed in 1959 as an independent special district.

Collects, treats and disposes of 4 million gallons of wastewater daily.

Owns and operates the Gafner Water Recycling Plant, which can produce up to 1 million gallons per day of high quality recycled water for irrigation. Serves La Costa Golf Course.

Rates below statewide average. $5.2 million operating budget and $3.3 million Capital facilities Improvement Budget for the 2004-05 fiscal year. Sewer service charge for a single-family home is $16.17 per month. Statewide average is $22. Rates were reduced three times during the 1990s and have remained one of the lowest in San Diego County for the past 10 years.
Health and environment. Exceptional record of environmental protection of Batiquitos Lagoon, beaches, and coastal waters includes no major sewer spills and quick responses to minor spills.

Use advanced technology. Pipelines are regularly video-inspected to assure that they are secure and leak free. Computer mapping systems and mathematical modeling are used to design and maintain facilities so that they work under all conditions, at all times.

Not a land-use agency and makes no decisions about planning or growth. We provide wastewater and recycled water services, and we do it well.
