The Leucadia Wastewater District (District) is requesting proposals from qualified firms to provide Engineering Design Services for the District’s Capital Improvement Projects.  The District is located at 1960 La Costa Avenue, Carlsbad, California 92009.


The Leucadia Wastewater District (District), established in 1959, owns and operates nearly 200 linear miles of wastewater conveyance pipeline, 10 pump stations and a 1.0 MGD water recycling facility within its 16 square mile service area. The District's service area is located in northern coastal San Diego County, and encompasses portions of the Cities of Carlsbad and Encinitas, California, and serves approximately 61,000 residents.


The proposals must be submitted by Tuesday, December 21, 2021 at 5:00 p.m. (local time) at the District’s office below:

A pre-proposal meeting will be held on Thursday, December 2, 2021 from 10:00 a.m. to 11:00 a.m. at the District Office located at 1960 La Costa Avenue, Carlsbad, California 92009.  All attendees must wear a face covering to comply with COVID protocols.

FY22 Gravity Sewer Repairs Project

A total of four bids were received and opened on November 9, 2021 @ 2:00pm. They are as follows:

Blue Pacific Engineering with a bid of $356,000

Burtech Pipeline with a bid of $268,000

Pieperin Corporation with a bid of $467,000 and

Vet Builders, Inc. with a bid of $435,496


The apparent low bidder is Burtech Pipeline with a bid of $268,000.








The Leucadia Wastewater District (Owner) is requesting bids from qualified contractors for the Owner’s Fiscal Year 2022 Gravity Sewer Repairs Project (Project) which includes all labor, materials, services, and equipment necessary to: obtain all permits, dig and repair existing sewer, install new manholes to replace existing dead end structures, extend sewer, rechannel existing manholes, reroute laterals, abandon sewer lines and manholes, provide traffic control, provide and maintain a means to keep existing sewer system in service during construction, and complete all site restoration and repaving and all related work to return disturbed areas and surface improvements back to original conditions.


The work will be located in the southern portion of the City of Carlsbad and the northern portion of the City of Encinitas, California.


Sealed Bids will be received by the Owner at the Leucadia Wastewater District, 1960 La Costa Avenue, Carlsbad, California 92009 until 2:00 p.m. (local) on Tuesday, November 9, 2021 at which time they will be publicly opened and read.  The District practices appropriate social distancing and disinfection procedures in accordance with the Center for Disease Control (CDC), the World Health Organization (WHO) and the California Department of Public Health guidelines.


Starting Monday, October 4, 2021, Project documents, including Information for Bidders, General Conditions; Special Conditions; Specifications; Certificates and Affidavits; Contract; Payment Bond; Performance Bond; and Plans (collectively “Contract Documents”) are on file and may be obtained at Mesa Reprographics, 5560 Ruffin Road, San Diego, California 92123, (858) 541-1500 or on line at to view and order.  The cost of Plans and Specifications is not refundable whether they are returned or not.


Bids shall be executed on the forms contained in the Contract Documents and in accordance with the instructions contained therein.  Bid security, in an amount not less than ten percent (10%) of the total bid dollar amount, is required to be submitted with each bid. The bidder to whom the award is made will be required to furnish a payment bond and a faithful performance bond.


A non-mandatory pre-bid meeting and walk-through of the proposed work site is scheduled for 10:00 a.m. (local) time Wednesday, October 13, 2021 at the Leucadia Wastewater District, 1960 La Costa Avenue, Carlsbad.  The job walk will be conducted jointly by the Owner and Engineer.  If you plan to attend the pre-bid meeting, please notify Ian Riffel at by the close of business on Friday, October 8, 2021. 


NOTE: THIS IS A PREVAILING WAGE CONTRACT.  Pursuant to Section 1771 of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.   Copies of such prevailing rate of per diem wages may be obtained from California Department of Industrial Relations (DIR), Division of Labor Statistics and Research, (415) 703-4774 or maybe available at the DIR website,


Further, this contract is subject to compliance monitoring and enforcement by the Department of Industrial Relations.  Bidders and all proposed subcontractor(s) must be registered with the Department of Industrial Relations in accordance with Section 1725.5 of the California Labor Code at the time of the bid submittal and must continue to be registered at all times they are engaged in the performance of work on the Contract.   No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.  No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.


All questions relative to this project prior to the opening of bids shall be directed to the Owner’s project manager.  It shall be understood, however, that no Specification interpretations may be made by telephone nor may any of "or equal" items be considered for approval during the bid period.  The Owner’s project manager is:

In order to support local and California businesses, the Owner may provide a preference to local vendors in the instance where equal lowest bids are submitted in the following priority (for business classification criteria please refer to the attached local preference certification information): a) businesses operating in San Diego County; and b) businesses operating in the State of California.  In implementing this preference, the firms must be responsible and responsive and the services, materials, or work must be of comparable quality. 


The Owner reserves the right to reject any or all bids, to waive any informality or irregularity in a bid, and to make awards in the interest of the Owner.


Pursuant to the requirements under Permits and Licenses in the Information for Bidders of the bidding documents, bidders shall be Class A licensed in the classification of General Engineering Contracting as of the date of submittal of the bid documents.
