NOTICE INVITING BIDS
LEUCADIA WASTEWATER DISTRICT
FISCAL YEAR 2021 CURED-IN-PLACE
PIPE LINING PROJECT
The Leucadia Wastewater District (Owner) is requesting bids from qualified contractors for the Owner’s Fiscal Year 2021 Cured-In-Place Pipe Lining Project (Project) which includes all labor, materials, services, and equipment necessary to install new Cured-In-Place pipe lining, chemically grout infiltration in existing gravity sewer mains and laterals, install manhole linings, provide traffic control, provide and maintain a means to keep existing sewer system in service during construction, remove and properly dispose of any existing facilities that are to be replaced, and complete all site restoration to return disturbed areas and surface improvements back to original conditions.
The work will be located in the southern portion of the City of Carlsbad and the northern portion of the City of Encinitas, California.
Sealed Bids will be received by the Owner at the Leucadia Wastewater District, 1960 La Costa Avenue, Carlsbad, California 92009 until 2:00 p.m. (local) on Tuesday, January 12, 2021 at which time they will be publicly opened and read. The District practices appropriate social distancing and disinfection procedures in accordance with the Center for Disease Control (CDC), the World Health Organization (WHO) and the California Department of Public Health guidelines.
Starting Wednesday, December 9, 2020, Project documents, including Information for Bidders, General Conditions; Special Conditions; Specifications; Certificates and Affidavits; Contract; Payment Bond; Performance Bond; and Plans (collectively “Contract Documents”) are on file and may be obtained at Mesa Reprographics, 5560 Ruffin Road, San Diego, California 92123, (858) 541-1500 or on line at https://mesareprographics.com/lwwd12 to view and order. The cost of Plans and Specifications is not refundable whether they are returned or not.
Bids shall be executed on the forms contained in the Contract Documents and in accordance with the instructions contained therein. Bid security, in an amount not less than ten percent (10%) of the total bid dollar amount, is required to be submitted with each bid. The bidder to whom the award is made will be required to furnish a payment bond and a faithful performance bond.
A non-mandatory pre-bid meeting and walk-through of the proposed work site is scheduled for 10:00 a.m. (local) time Wednesday, December 16, 2020 at the Leucadia Wastewater District, 1960 La Costa Avenue, Carlsbad. The job walk will be conducted jointly by the Owner and Engineer. Pursuant to Section 1771 of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate of per diem wages may be obtained from California Department of Industrial Relations (DIR), Division of Labor Statistics and Research, (415) 703-4774 or maybe available at the DIR website, http://www.dir.ca.gov. The Contractor shall post a copy of such determination at each job site.
Pursuant to Section 22300 of the California Public Contract Code, the Contractor may substitute securities for any monies withheld by the Owner to ensure performance of the work. Procedures shall be as provided in Section 22300.
All questions relative to this project prior to the opening of bids shall be directed to the Owner’s project manager. It shall be understood, however, that no Specification interpretations may be made by telephone nor may any of "or equal" items be considered for approval during the bid period. In order to support local and California businesses, the Owner may provide a preference to local vendors in the instance where equal lowest bids are submitted in the following priority (for business classification criteria please refer to the attached local preference certification information): a) businesses operating in San Diego County; and b) businesses operating in the State of California. In implementing this preference, the firms must be responsible and responsive and the services, materials, or work must be of comparable quality.
The Owner reserves the right to reject any or all bids, to waive any informality or irregularity in a bid, and to make awards in the interest of the Owner.
Pursuant to the requirements under Permits and Licenses in the Information for Bidders of the bidding documents, bidders shall be Class A licensed in the classification of General Engineering Contracting as of the date of submittal of the bid documents.
