Request for Proposals/Bids

Sealed bids were opened Thursday October 17, 2019 at 2:00pm. The apparent low bidder is pending review by the District Engineer. 

 

The Leucadia Wastewater District (District) is accepting sealed bids for one (1) towable trailer-mounted electric motor-driven pump that meets or exceeds the attached specifications.
The bid will be submitted on the bid form provided in Attachment (A). The bid will indicate estimated delivery date for the towable trailer-mounted electric motor-driven pump. Additional sheets may be attached to the form. Bids shall be mailed or delivered to the District at 1960 La Costa Avenue, Carlsbad, CA, 92009 and shall be received no later than 2:00 p.m. (local) on Thursday, October 17, 2019. Please label the bottom left corner of envelope with “Bids for Trailer-Mounted Electric Motor-Driven Pump”. The trailer-mounted electric motor-driven pump will include all standard factory equipment and all optional equipment as specified in this Request for Bids (see Attachment (C)).
The bid should show a cost breakdown to include, but not limited to, trailer-mounted electric motor-driven pump base price, price of any option packages, total price for all options specified, sales tax, and delivery charges, if any. The trailer-mounted electric motor-driven pump will be 2019/2020 production models. The trailer-mounted electric motor-driven pump will comply with all California laws, regulations and codes.
Attachment (B) is a template of the purchase agreement the successful bidder will execute to complete the purchase. It is included for your review.
Please refer to Attachment (C) for the Trailer-Mounted Electric Motor-Driven Pump Specifications.
Pending approval of purchase by LWD Board of Directors at their regular meeting on November 13, 2019, the purchase will be awarded to the responsive and responsible bidder who submits the lowest total bid which includes the purchase price of one (1) new trailer-mounted electric motor-driven pump with California Sales Tax.
The trailer-mounted electric motor-driven pump registration form(s) will be completed and provided by the selected dealer in the name of Leucadia Wastewater District. The pumps Department of Motor Vehicle tag (if any) will be a tax-exempt tag and the registration forms will be completed accordingly.

NOTICE INVITING BIDS

The Leucadia Wastewater District (Owner) is requesting bids from qualified contractors for the Owner’s Leucadia Pump Station Rehabilitation Project (Project) which includes all work, materials, labor, tools, services and equipment necessary for the installation of five new dry pit submersible pumps, two new emergency basin submersible pumps, one new conditioning pump; new piping, valves, and appurtenances; odor control system; miscellaneous metals; minor structural modifications; and new electrical and instrumentation improvements and all other work necessary to complete the work in its entirety including, but not limited to, providing complete and operational temporary sewer bypass pumping system during construction of the Project; protecting the existing structures and facilities and maintaining sewer pump station service at all times; all necessary demolition and civil site work; obtaining all permits and conforming to all permit, jurisdictional and regulatory requirements; trenching, backfilling, compaction; sheeting, shoring, bracing; potholing; restore disturbed areas and surface improvements to original conditions; and all miscellaneous work as shown, specified and directed for a complete operating installation.

The work will be located at 1960 La Costa Avenue, Carlsbad, California 92009.

Sealed Bids will be received by the Owner at the Leucadia Wastewater District, 1960 La Costa Avenue, Carlsbad, California 92009 until 2:00 p.m. (local) on Thursday, January 16, 2020 at which time they will be publicly opened and read.

Project documents, including Information for Bidders, General Conditions; Special Conditions; Specifications; Certificates and Affidavits; Contract; Payment Bond; Performance Bond; and Plans (collectively “Contract Documents”) are on file and may be obtained at Mesa Reprographics, 5560 Ruffin Road, San Diego, California 92123, (858) 541-1500 or on line at

http://www.mesareprographics.com/client/LWWD8.html to view and order.  The cost of Plans and Specifications is not refundable whether they are returned or not.

Bids shall be executed on the forms contained in the Contract Documents and in accordance with the instructions contained therein.  Bid security, in an amount not less than ten percent (10%) of the total bid dollar amount, is required to be submitted with each bid. The bidder to whom the award is made will be required to furnish a payment bond and a faithful performance bond.

A pre-bid meeting and walk-through of the proposed work site is scheduled for 10:00 a.m. (local) time Thursday, December 5, 2019 at the Leucadia Wastewater District, 1960 La Costa Avenue, Carlsbad.  The job walk will be conducted jointly by the Owner and Engineer.

Pursuant to Section 1771 of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.   Copies of such prevailing rate of per diem wages may be obtained from California Department of Industrial Relations (DIR), Division of Labor Statistics and Research, (415) 703-4774 or maybe available at the DIR website, http://www.dir.ca.gov.  The Contractor shall post a copy of such determination at each job site.

Bidders and all proposed subcontractor(s) must be registered with the Department of Industrial Relations in accordance with Section 1725.5 of the Labor Code at the time of the bid submittal and must continue to be registered at all times they are engaged in the performance of work on the Contract.

Pursuant to Section 22300 of the California Public Contract Code, the Contractor may substitute securities for any monies withheld by the Owner to ensure performance of the work. Procedures shall be as provided in Section 22300.

All questions relative to this project prior to the opening of bids shall be directed to the Owner’s project manager.  It shall be understood, however, that no Specification interpretations may be made by telephone nor may any of "or equal" items be considered for approval during the bid period.  The Owner’s project manager is:

In order to support local and California businesses, the Owner may provide a preference to local vendors in the instance where equal lowest bids are submitted in the following priority (for business classification criteria please refer to the attached local preference certification information): a) businesses operating in San Diego County; and b) businesses operating in the State of California.  In implementing this preference the firms must be responsible and responsive and the services, materials, or work must be of comparable quality. 

The Owner reserves the right to reject any or all bids, to waive any informality or irregularity in a bid, and to make awards in the interest of the Owner.

Pursuant to the requirements under Permits and Licenses in the Information for Bidders of the bidding documents, bidders shall be Class A licensed in the classification of General Engineering Contracting as of the date of submittal of the bid documents.
